Why /proc/net/tcp there are socket with inode 0?????

Why /proc/net/tcp there are socket with inode 0?????

As wrote on subject, i'm parsing the /procnet/tcp file for build my personal socke tool in python.
But i'm watching that there are many socket (especially that are TIME_WAIT status) with inode value 0.
How is it pssible this? How can i monitor which process manage this socket with inode 0??

Seeing the same on my system, the entries with inode 0 are owned by root
